🎓 The most important document — apply ASAPThe CCR (Certificat de Changement de Résidence) is issued by the French Consulate and certifies that you are officially transferring your principal residence to France. It is the legal cornerstone of the duty-free exemption (Article 2, EU Directive 2009/132/CE). Without it, your goods will be taxed at full customs rates on arrival. Processing time: 5–15 working days — apply well before the move date.
